Ancient Greek diacritic wrong in font on Windows

I was very confused while editing a page. I was entering a capital Rho with rough breathing. It looked like this:

When I did "Show Preview" it looked good:

Ῥακά

When editing the CSS says the font display should be

font-family: monospace,monospace;

When previewing the CSS says the font display should be

font-family: sans-serif;

In Windows "monospace" defaults to using the "Courier New" font. That font has the wrong character. So in edit mode you see the wrong thing, but in the text it is the correct thing, and you see the correct character later on the page.

If you are using Windows, you can test using this page: GREEK CAPITAL LETTER RHO WITH DASIA (U+1FEC) Font Support fileformat.info Click on 'view' for "Courier New", then click on 'view' for any other font.
